Immigrant reform now!

Canada’s immigrant intelligentsia spends their days in taxis and at checkout counters. I have met them. In Vancouver and in Toronto. They range from a steel magnate (I kid you not!) to scientists and engineers. I have not personally met a doctor driving a cab yet, but I know they are out there.
These highly skilled immigrants have all spent years in dead-end jobs doing what academics refer to as the “transition penalty” that immigrants pay when they come to Canada. Great description as it clearly implies that immigrants are in fact penalized for migrating to Canada.
Our point-based immigration system needs a total overhaul. How can you give a doctor more points to migrate when his chances of being able to practise medicine here is about the same as winning the Lotto 6/49?
